(CALIFORNIA, MD) — The 2026 Joe Manns Black Wall Street Awards will take place on Tuesday, February 24, 2026, from 5:00 to 8:00 p.m. at the University System of Maryland at Southern Maryland, Center Hall (Building 2), located at 44219 Airport Road in California, Maryland. This year’s Southern Maryland edition is dedicated to the memory of Doris Jean Cammack Spencer, the visionary founder, former President, and Chairwoman Emeritus of the Southern Maryland Minority Chamber of Commerce (SMMCOC), who passed away on December 30, 2024, at age 84. A retired federal senior executive, former President of the Alexandria Chapter of the NAACP, and lifelong civil rights advocate, Spencer devoted decades to promoting equality, supporting minority-owned small businesses, and demanding parity and equal treatment across Southern Maryland and beyond.
