Who is Sean?

Helping people access opportunities is at the core of his personal and professional life. Last May of 2023, Sean returned to the Maryland Department of General Services – Office of State Procurement as their MBE/VSBE/SBR Liaison and MBE/VSBE Compliance Supervisor.  Before Sean’s return, he served in the Mayor’s Office as their Deputy Director of Small, Minority & Women-Owned Businesses and Director of Baltimore Main Streets.
Sean handled the entire direction of the Baltimore Main Streets program, which maintained the approach to neighborhood revitalization by providing customized support and public resources to each of the eight business districts to attract new businesses and jobs to the neighborhoods.  Sean facilitated the strategy for spurring economic activity and support, which included marketing, event planning, financial assistance for design and promotions, architectural services for façade renovations, streetscape improvements, technical support, and access to grants.  In addition, Sean served as a key member and advisor for the City Administrator’s Procurement Reform team.

Before working for the City of Baltimore, Sean served 10 years with MD DGS, excelling in several positions.  In his early years, Sean served as the special assistant for the secretary’s office and PRG (Procurement Review Group) administrator. At the end of his tenure, he served as the federal surplus property administrator in the business enterprise administration division.

Sean was raised to appreciate public service and value hard work.  He’s demonstrated compassion and concern for those in need, and his commitment to working for the common good has grown.  A native of West Baltimore, Sean is a proud Baltimore City Public Schools graduate.  On the collegiate level, Sean earned an A.A. Degree in Mass Communications/Media Studies at Baltimore City Community College and a B.S. in Sports & Fitness Administration with minors in Journalism and Business Management at Coppin State University.

Sean has been an active resident in Baltimore, particularly in the West Arlington community.  Currently, Sean is the President of the West Arlington Improvement Association, Executive Director of Baltimore Clean Streets, Vice President of the Northwestern District Community Relations Council, Advisory Board Member for the University of Maryland Greenbaum Comprehensive Cancer Center, and National Board Member for Emgage Action which is a national Muslim organization supporting and advocating for just policies that strengthen the pluralistic democracy and protect human rights at home and abroad.

In 2016, Sean was recognized as the first state employee to receive the Governor’s Service Award during their 33rd Annual event as the top state employee in volunteerism.  In addition, Sean served as the Executive Vice President for the State Employees’ Union (Maryland Professional Employees Council (MPEC)) during the 2020 two-year term.

Sean believes we show how much we care by how much we do. His leadership in the business and residential communities is a testament to how much he cares about making our schools better, our streets safer, and our businesses local.
