Frederick Douglass Tunnel Public Meeting Invitation

Frederick Douglass Tunnel Program

The Frederick Douglass Tunnel Program will be constructed in several stages. The first early construction activities began in March 2023 with track work in the Halethorpe and West Baltimore areas. This initial project was completed in Summer 2023 and will reduce impacts during later construction phases. Final design, property acquisition, and utility relocation have begun and are progressing. Major construction is anticipated to start in 2024, and the program is scheduled for completion in 2035.

To illustrate Amtrak’s commitment to Community Engagement, the Outreach team will develop and maintain an Engagement Schedule to work with the community to identify Investment Priorities, solicit feedback on program activities, and share updates on program activities. The schedule will help to ensure that:

  • Community members are updated promptly
  • Feedback and input are being solicited equitably
  • Information is shared about future construction activities and impacts on commuters, business and residential property owners, and other project stakeholders
  • Direct contact is provided for community leaders and residents throughout the process
  • A forum is identified for addressing community concerns
