In October of 2020, Chairman Julian Jones introduced the Strengthening, Modernization, Reform, and Transparency (SMART) Policing act (Bill 96-20) to reform the Baltimore County Police Department. In addition to codifying important police reforms, the SMART act requires the Police Department to submit an Annual Report on crime trends in the county, the use of force by county police officers, and any other crime and policing-related information the Department deems appropriate and also requires that the Chief or designee present the report to the Council in a meeting that is open to the public. Tonight, Chief Robert McCullough will be presenting the report to the County Council on Monday, September 18, 2023 at 4:30 pm in the Council Chamber (prior to that evening’s Legislative Session at 6:00 pm). ” I thought is was important for the Police Department to come before the Council and public and explain the state of crime and policing in Baltimore County on an annual basis”, Said Chairman Julian Jones, the author of the SMART Policing act.
