Woodlawn Approach Plan C, Digitalized Redistricting Map

(RANDALLSTOWN – May 10, 2025) – DEAR COMMUNITY STAKEHOLDER:

Three years ago, I started and chaired VOTE4MORE, a grassroots effort to expand the number of Council districts in Baltimore County. Let’s make history together over the next two weeks as we recommend the new map to grow from 7 to 9 County Council seats, and diversify Baltimore County’s governing body to include more minorities and women.

 
Please encourage others you know to attend one or both of the final two Baltimore County Redistricting Commission public hearings. Since both hearings will be held “in person” only, not virtually, you must be present to view or speak at the hearing.  
 
The first of the two in-person public hearings will be held Monday, 5/12/25, at 6:00 PM at the Middle River Recreation Center.  The second and last in-person redistricting public hearings will be held on Monday, 5/19/25, at 6:00 PM at the Randallstown Community Center. If you plan to speak for three minutes, you must register in advance between 9:00 AM and 3:00 PM on the same day of the hearing you wish to attend.

HERE IS WHAT WE HAVE TO DO: 

We ask that you review the attached WOODLAWN APPROACH PLAN C REDISTRICTING PACKET, and request that you testify in support of the Woodlawn Approach Plan C Redistricting Map Proposal. It offers the best and strongest opportunities for minorities to attain and hold onto three or more County Council seats. Moreover, 90% of the several dozen persons who testified at the previous public hearing on 4/30/25 stated they supported the Woodlawn Approach Plan C Map Proposal. 

The attached Woodlawn Approach Plan C Redistricting Map recommends the creation of two majority black districts on the western side of Baltimore County and a majority minority (BIPOC) district on the east side of the County. In addition, a fourth minority district on the east side of Catonsville is strongly possible.

  • Woodlawn (District 2 – 74% black)
  • Randallstown (District 3 – 60.2% black)
  • Parkville (District 7 – 56.2% minority)  (Parkville District includes Parkville, Fullerton, Rosedale, and Greenleigh among other communities.)
  • Catonsville (District 1 – 43% minority)  (At this percentage level, a minority candidate would only need to capture 8% of the white vote to win.)
Suppose your schedule does not permit you to attend either hearing. In that case, you can be equally helpful by submitting a brief 1-paragraph written testimony in support of the Woodlawn Approach Plan C redistricting map to the Baltimore County Redistricting Commission and emailing it to:

Visit the Baltimore County Redistricting Commission website to learn more about the process, view past meetings and hearings, and review previously submitted WRITTEN TESTIMONY.
Finally, I am most grateful to my brother Keith Dorsey, former Baltimore County Budget and Finance Director, who, after 36 years with the County, knows it better than anyone else, and is the principal architect of the original Woodlawn Approach map.  We worked closely together to develop Plan C, which we both strongly endorse.  Do not hesitate to contact me with questions, and please spread the word!
