Billie’s Promise, a new three-floor community empowerment center at 1837 Pennsylvania Avenue, will provide retail, wellness and professional spaces designed to help Baltimore entrepreneurs become visible, build consistently and grow within the community.

New three-floor community center on Pennsylvania Avenue will provide retail, wellness and professional spaces for Baltimore entrepreneurs

(BALTIMORE – September 14, 2026) — Dominion Community Development Corporation is preparing to open Billie’s Promise, a three-floor community empowerment center designed to help entrepreneurs gain visibility, build consistent businesses, and connect residents with practical pathways to health and wealth.

Located at 1837 Pennsylvania Avenue in Baltimore’s historic Black Arts District, Billie’s Promise will operate as the DCDC Empowerment Hub and a retail and economic development accelerator.

The multi-use, community-rooted center will bring retail, wellness programming, business services, and professional workspaces together under one roof. Its goal is to provide small-business owners with more than a physical address. Billie’s Promise is being developed as a supportive environment where entrepreneurs can establish a presence, attract customers, and grow without carrying every burden alone.

“Build Your Brand. Serve Your Community. Stay Visible.” is the message behind the initiative.

What Billie’s Promise Will Offer

The center will feature a curated retail marketplace where vendors can introduce their products to the community and build stronger customer relationships.

Billie’s Promise will also include wellness and movement studio space for yoga, Zumba, fitness programs, workshops, and healing practitioners. A financial co-working and business center will provide entrepreneurs with access to office space, mailbox services, and locations for classes, meetings, and professional workshops.

Programming will increase foot traffic, strengthen visibility, and create opportunities for collaboration among participating businesses.

The center is seeking retail vendors offering health and wellness products, beauty and hair-care products, apparel, jewelry, and accessories. Health and wellness professionals, service providers, and small-business owners seeking professional space are also encouraged to participate.

Now Accepting Founding Participants

Dominion Community Development Corporation is currently accepting applications from founding participants who want to become part of Billie’s Promise during its early development.

Founding participants will have an opportunity to establish themselves within a new economic-development initiative located along Pennsylvania Avenue, one of Baltimore’s most historically significant Black business and cultural corridors.

The philosophy behind Billie’s Promise is straightforward: Consistency builds trust. Visibility builds brands. Community sustains growth.

At a time when many entrepreneurs struggle with high operating costs, limited exposure and inadequate access to professional space, Billie’s Promise is positioning itself as a place where business development and community empowerment can move forward together.

Billie’s Promise will be located at 1837 Pennsylvania Avenue, Baltimore, Maryland 21217, within the Pennsylvania Avenue Main Street district and Baltimore’s Black Arts District.
