The West North Avenue Development Authority in Baltimore City was authorized by Chapters 80 and 81 of 2021. The Authority supports the development and approval of a comprehensive neighborhood revitalization plan in the West North Avenue Development Area and its buffer zone to benefit West Baltimore, the residents, and improve housing, neighborhoods, economic development, and transportation, including motor vehicles and pedestrian foot traffic to catalyst equitable economic development opportunities throughout West Baltimore which has been hindered by historic discrimination
