Editorial: How Maryland General Assembly Failed to Address Vacants in Baltimore

Dated Dec. 28, 2022

Greetings, Senators.

When Cathy Pugh ran for Mayor, she noted some 16,000 vacants. Since then, Project CORE tore some down.

My point is, having lived next door to three vacants for several years, there should be some kind of legislation to combat negligent property owners.

Why else would a city allow such egregious behavior to continue if it is, in fact, trying to be better?

I’m not a lawyer. However, Senator Kelley and I have discussed this extensively and she suggested I bring it to Judiciary.

Please make this a priority. As a tax payer, I’m watching squatters with running water and electricity roaming the streets of my community. The weird thing is that all of the new addicts who are doing the squatting are white and not from this 98% Black community. And the police cannot/will not arrest them. I repeat, the police feel they cannot arrest them. I’ve been told this multiple times. Perception becomes reality on the streets, it seems.

A negligent landlord has no right owning property, especially one’s that have caused countless dollars in City resources, including the police, fire department, and DPW, who often board up these same houses repeatedly while often facing reprisal from dealers/addicts.

What can be done by the Judiciary to effectively address this issue?
