Championing Minority Entrepreneurs Across the Region

(HUNTINGTOWN, MD – February 16, 2026) — In Southern Maryland, where the landscape stretches from the shores of the Chesapeake Bay to the tobacco fields of Calvert County, one woman has quietly and consistently built the infrastructure that Black entrepreneurs need to thrive. Her name is Dawn L. Tucker, MPM, CPA (non-practicing), and her story is one of vision, perseverance, and an unwavering commitment to lifting others as she climbs.

As the principal of Lord and Tucker Management Consultants (LTMC), LLC — a federal 8(a) and Maryland Minority Business Enterprise (MBE) certified consulting firm — Tucker has carved out a unique niche specializing in government procurement advice and assistance, entrepreneurship, and management training. Her firm has become a go-to resource for minority business owners looking to navigate the often complex world of federal government contracting.

But to understand Dawn Tucker is to understand that her impact extends far beyond any single business. She is, in every sense, a community builder.

A Career Forged in Excellence

Tucker brings over 25 years of broad business management experience, spanning accounting, finance, budgeting, and federal government contracting. Her professional journey reads like a master class in preparation meeting opportunity.

In 1990, she successfully completed the Westinghouse financial management development program, gaining a foundation in corporate financial leadership. Six years later, she earned entry into the federal government’s prestigious Presidential Management Intern program — one of the most competitive pathways into senior government service. During that program, she completed high-level management projects for three federal agencies: the Small Business Administration (SBA), the Department of Health and Human Services (HHS), and NASA.

These were not token assignments. These were the kind of positions that gave Tucker a 360-degree view of how the federal government operates and, more importantly, how minority entrepreneurs can position themselves to compete for and win government contracts.

Building the Infrastructure for Black Business in Southern Maryland

What truly sets Dawn Tucker apart is the sheer number of organizations she has founded, co-founded, or led in Southern Maryland. The word “charter” appears beside her name again and again — and that is no coincidence. Tucker does not wait for institutions to serve her community. She builds them.

She is the charter and founding president of the Calvert County Minority Business Alliance, where she continues to serve as a board member and membership chair. She served as charter vice president of the Southern Maryland Minority Chamber of Commerce. She is a charter member of Concerned Black Women of Calvert, the Southern Maryland Chapter of Jack and Jill, Inc., and the Tri County Council for Southern Maryland (TCCSMD) Minority Business Opportunities Task Force (MBOT), where she rose to serve as past chair.

Under her leadership, the TCCSMD MBOT developed and implemented the Southern Maryland Smart Business Tool — a practical resource designed to help small and minority-owned businesses access the information and support they need to grow. That kind of tangible, on-the-ground work is the hallmark of Tucker’s approach: strategic thinking paired with practical action.

A Legacy of Service and Leadership

Tucker’s service record stretches even further. She has served as vice chair for the Women Joining Forces program of Maryland’s Business and Professional Women. As Minority Business Chairperson of Concerned Black Women, she spearheaded the development of the first Calvert County Small and Minority Business Directory — a publication that remains in print to this day. She has also served as an advisor to Morgan State University’s Entrepreneurial Development and Assistance Center, helping to shape the next generation of Black business leaders.

Each of these roles tells the same story: Dawn Tucker sees a gap, and she fills it. She sees a need, and she meets it. She sees a community without a voice at the table, and she builds the table.

Faith, Family, and the Future

At the center of it all, Tucker is grounded by faith and family. She and her husband, Lee, reside in Huntingtown, Maryland, and are the proud parents of twin daughters. Her guiding scripture is Jeremiah 29:11: “For I know the plans I have for you,” declares the LORD, “plans to prosper you and not to harm you, plans to give you hope and a future.”

That scripture is not just a mantra for Tucker — it is a mission statement. Every organization she has chartered, every directory she has published, every entrepreneur she has mentored is a testament to her belief that prosperity is not a privilege for the few, but a plan for the many.

Black Wall Street Is Alive in Southern Maryland

The Black Wall Street movement has always been about more than a single street in Tulsa, Oklahoma. It is about the spirit of Black economic self-determination — the belief that when we build, invest in, and support our own businesses, we create generational wealth and community power.

Dawn L. Tucker embodies that spirit in Southern Maryland. Through Lord and Tucker Management Consultants and through every organization she has founded and served, Tucker has created a legacy that will endure long after the awards are given and the speeches are made.

She is Black Wall Street, Southern Maryland. And the community is better for it.
