(BALTIMORE – January 16, 2025) – Senator Antonio Hayes, BMORENews’ 2024 Man of the Year, has a story rooted in the very heart of Baltimore. As a young man in the late 1990s, he journeyed from Penn-North to City Hall, driven by determination and a commitment to make a difference. Growing up just blocks from the epicenter of the Freddie Gray unrest, he experienced firsthand the challenges and inequities that define parts of Baltimore. He has seen, lived, and tirelessly worked to change it.
Today, as the State Senator for Maryland’s 40th District, Hayes brings over 25 years of political experience and a steadfast commitment to his community. He has served under numerous local and state officials, building the expertise and connections needed to effect real change. In collaboration with former Lt. Gov. Boyd Rutherford and Gov. Wes Moore, Hayes helped secure over $28 million in funding for a long-neglected section of West Baltimore.
Unlike areas like North and Charles, which have rapidly become vibrant hubs, East and West North Avenue have struggled to gain the same attention and resources. Much of this disparity stems from systemic issues like redlining, a practice rooted in Baltimore’s history dating back to 1910 under Mayor J. Barry Mahool. The scars of such discriminatory policies remain, but progress is finally on the horizon thanks to efforts like the West North Avenue Development Authority (WNADA), established under a previous administration and now funded under Gov. Moore.
Under the leadership of WNADA Executive Director Chad Williams, with his 25 years of experience in affordable housing, community planning, and economic development, West North Avenue is poised for a transformative renaissance. Senator Hayes’ role in this process is critical—not just for those who use North Avenue daily but also for the Black-owned businesses that anchor the area and the future of Baltimore. When West North Avenue thrives, so does the entire city.
Leadership that delivers tangible results has been a long-missing component in parts of Baltimore’s Black community. Hayes’ ability to navigate the complexities of Annapolis and secure significant investments demonstrates the kind of leadership Baltimore needs. One only has to look at the evidence of his efforts, such as the revitalization of Coppin State University’s campus expansion, a milestone initiated in 2002 under Lt. Gov. Michael Steele’s administration.
Hayes has also championed projects like Citywide Youth Development at 2132 West North Avenue. This multi-million-dollar business hub is home to ventures such as Made in Bmore Clothing and Frozen Desert Sorbet, exemplifying the type of economic revitalization West Baltimore has long needed. Given the devastating impact of the crack epidemic, the resurgence of West North Avenue marks a significant and overdue turning point.
In addition to his local impact, Hayes has emerged as a state leader. Appointed vice chair of the Senate Finance Committee this session, he now oversees critical policy areas, including economic development, health care regulation, transportation, labor and industry, consumer protection, and cannabis regulation. His ability to collaborate across party lines and work effectively with Gov. Moore positions him as a transformative figure in Maryland politics. Who knows? His future may even include a Congressional seat.
For now, the Senator stated at BMORENews‘ Black Wall Street NEW YEAR EMPOWERMENT SUMMIT that he only plans to put in one piece of legislation this year focused on more time and authority for WNADA.
