(ANNAPOLIS – June 17, 2024) – Today marks a monumental day in Maryland’s journey toward justice and equity. Governor Wes Moore’s signing of an executive order to pardon 175,000 cannabis convictions is not just a milestone for our state but a beacon of hope and progress for the entire nation. By addressing past injustices linked to cannabis possession, Governor Moore has taken a significant step toward righting the wrongs that have disproportionately burdened communities of color for decades.

This historic pardon, the largest of its kind in the country, includes convictions for misdemeanor cannabis possession and drug paraphernalia, making Maryland the first state to take such comprehensive action. Governor Moore’s decision reflects a deep understanding that the benefits of cannabis legalization cannot be fully realized while the shadows of past criminalization continue to hinder the lives of many Marylanders.

“Maryland made history when we legalized cannabis by referendum. But we cannot celebrate the benefits of legalization while forgetting the consequences of criminalization,” Governor Moore aptly stated. This sentiment resonates profoundly with the mission of BMORENews.com, as we have long championed for justice and equality, particularly for the African American community.

The enforcement of cannabis laws has had a devastating impact on Black communities, leading to disproportionate rates of arrest, conviction, and incarceration. Nationally, Black individuals are nearly four times more likely to be arrested for cannabis possession than their white counterparts, despite similar usage rates. This systemic disparity has resulted in countless barriers to housing, employment, and education, perpetuating cycles of poverty and disenfranchisement.

Governor Moore’s executive order represents a critical step towards dismantling these barriers. By pardoning 175,000 individuals, the Governor has given new hope to those whose lives have been unjustly affected by outdated and discriminatory cannabis laws. This act of clemency will allow thousands of Marylanders to move forward without the stigma of a criminal record, opening doors to opportunities that were previously closed.

The inclusion of convictions for drug paraphernalia in this pardon is particularly noteworthy. It underscores a comprehensive approach to justice that recognizes the interconnectedness of various charges that often accompany cannabis possession. This holistic view sets a precedent for other states to follow, showcasing Maryland as a leader in the fight for cannabis justice.

We also commend the Maryland Judiciary and the Department of Public Safety and Correctional Services for their roles in implementing this order. The swift update of electronic dockets and the development of a process to indicate pardoned convictions on criminal records are essential steps in ensuring the effectiveness and accessibility of these pardons.

However, while this pardon is a significant achievement, it is only the beginning. As Governor Moore highlighted, “We must continue to move in partnership to build a state and society that is more equitable, more just, and leaves no one behind.” The work ahead involves addressing the broader implications of mass incarceration and continuing efforts to expunge records fully, not just pardon them.

Expungement, which completely removes a conviction from public records, is a crucial next step. It is a process that will provide true relief and a fresh start for those impacted. We encourage individuals eligible for expungement to pursue this avenue and for the state to streamline and support these efforts.

Governor Moore’s courageous action is an essential piece of a much larger puzzle in addressing the lasting effects of the war on drugs, which has wreaked havoc on marginalized Black and brown communities. By acknowledging and rectifying these past injustices, Maryland is setting a powerful example of what genuine justice reform looks like.
