(ANNAPOLIS, MD – January 30, 2025)—Governor Wes Moore today announced a top-to-bottom operational review of the Maryland Board of Morticians and Funeral Directors. The governor’s directive will help ensure that the critical licensing and oversight board is responsible for upholding integrity, promoting trust, and safeguarding all Marylanders’ health and safety.

Moore. “I thank Charles Scheeler for raising his hand to serve as we work together to ensure consistent operations and exemplary service of the highest possible standard to the people of Maryland. True accountability has been, and will continue to be, a guiding principle of our work.”
Governor Moore has asked attorney Charles P. Scheeler to lead the review, which will thoroughly assess the board’s structure and operations and whether changes to law or regulations are warranted. Scheeler most recently worked as senior counsel for DLA Piper, where he counseled clients in matters related to compliance and regulatory processes. Scheeler previously served as a federal prosecutor in the U.S. Attorney’s Office for the District of Maryland. He earned his bachelor’s degree from the University of North Carolina at Chapel Hill and his law degree from Harvard Law School. Scheeler will present recommendations to the governor and the general assembly to enhance board operational oversight and efficiency.
Maryland’s health professional boards and commissions establish qualifications for licensure of health care professionals, investigate and resolve consumer complaints, and take action against licensees who fail to maintain Maryland’s high professional standards. The boards protect the public by ensuring that practicing health professionals are appropriately credentialed and licensed to provide high-quality services and by promptly receiving, investigating, and resolving complaints.
“The operational review of Maryland’s health professional licensing boards is an important step in ensuring these entities are effectively fulfilling their responsibilities,” said Maryland House of Delegates Health Government and Operations Committee Chair Joseline Peña-Melnyk. “Given their critical role in safeguarding public health and maintaining professional standards, it is essential that we fully understand any challenges they may be facing. I appreciate the administration’s efforts in undertaking this review.”
