A New Chapter Begins in East Baltimore: EBDI Breaks Ground on $9.6M Infrastructure Project in Eager Park (SEE PICS)

East Baltimore’s Next Chapter: EBDI Launches $9.6M Infrastructure Project in Eager Park

(BALTIMORE – April 23, 2025) – Yesterday marked a major milestone for East Baltimore as East Baltimore Development, Inc. (EBDI) celebrated the groundbreaking of its Phase 2B Public Roadway Infrastructure Project—a transformative $9.6 million investment aimed at modernizing transportation infrastructure in the heart of the Eager Park neighborhood. Construction is scheduled to begin in May 2025 and continue through spring 2026.

This project represents the next major step in EBDI’s long-standing mission to build a vibrant, mixed-use, mixed-income community in East Baltimore. Since 2002, EBDI has led revitalization efforts backed by more than $1.8 billion in combined public and private investment.

“Our commitment to East Baltimore remains strong,” said Cheryl Washington, President and CEO of EBDI. “This initiative is about more than roads—it’s about building safe, inclusive spaces that connect neighbors and create pathways for future development. We’re proud to partner with the community in shaping a better, more equitable future for Eager Park.”

What’s Ahead: Scope and Partners

The Phase 2B project will focus on the area between Ashland Avenue and E. Eager Street, from N. Washington Street to N. Patterson Park Avenue. Planned improvements include:

  • Reconstructed roads and sidewalks

  • Enhanced stormwater management

  • Upgraded sewer and utility infrastructure

  • New street lighting and landscaping

National construction management firm STV will oversee the project, while Stella May Contracting, Inc.—a local, minority-owned company known for its expertise in heavy civil and underground infrastructure—will serve as the general contractor.

“We’re honored to help shape the future of East Baltimore,” said Brad Hanks, Chief Operating Officer of Stella May Contracting. “Our work is about more than infrastructure—it’s about connecting communities and creating opportunity.”

Stella May’s President and CEO, Harley Flack, added, “We take pride in providing safe, high-quality work that reflects the communities we serve. This project will also generate new jobs and opportunities for local residents.”

Community Engagement is Key

To ensure transparency and collaboration, EBDI has partnered with PRR, a top communications consulting firm, to lead community outreach. Residents can expect regular updates through public meetings, print materials, and digital channels.

“Safe, walkable streets make a world of difference for our students,” said Peter Kannam, Principal of Henderson-Hopkins School. “We’re thankful for EBDI’s investment in our neighborhood and its ongoing focus on safety and connectivity.”
