Sheila Dixon, who is running for Mayor of Baltimore, attends Consent Decree Monitoring Team Mtg. in Sandtown, 1.21.20. The Consent Decree came as a result of the Freddie Gray Unrest of 2015 and is designed to improve how the Baltimore City Police Department interacts with the community.
