Calling for re-opening of the case where veteran black officer was shot 21 times – even after he was down in January 2011. Rally called after Baltimore City State’s Attorney returns with no charges after investigation. One could presume that black life just isn’t valued in Baltimore, in Maryland, and in the USA.
