Shelonda Stokes is an accomplished leader, strategist, and innovator dedicated to driving economic development and creating transformative change. As President of the Downtown Partnership of Baltimore (DPOB) and Executive Director of the Downtown Management Authority, Shelonda oversees two multi-million-dollar organizations committed to revitalizing Downtown Baltimore. Under her leadership, the Downtown Partnership has more than doubled its revenues, facilitated the State of Maryland’s relocation of 12 agencies, and secured a $50 million investment in Baltimore’s Central Business District. During last year’s State of Downtown, she announced nearly $7 billion in active and planned development, solidifying its status as a hub of growth and innovation.
Armed with an Engineering degree from Morgan State University, Shelonda prioritizes implementing data-driven strategies to improve service delivery. These efforts have resulted in increased operational efficiencies, measurable public safety enhancements, and elevated quality of life for Downtown Baltimore residents, workers, and visitors.
Shelonda’s commitment to economic development is evident through initiatives such as creating Downtown Baltimore’s Digital Sign District. This transformative project has redefined the city’s landscape with large-format billboards that enhance vibrancy, showcase Baltimore’s energy and optimism, and generate revenue for property owners and Arts & Entertainment districts. She also spearheaded the BOOST Program (Black-Owned and Occupied Storefront Tenancy), a groundbreaking initiative that addresses ground-level vacancies while increasing the success of minority-owned businesses. By revitalizing storefronts and fostering an ecosystem of support, the BOOST Program has become vital in transforming Baltimore’s commercial landscape and driving equitable economic growth.
Recognized as a trusted partner by business and political leaders, Shelonda was selected to co-chair Governor Wes Moore’s Transition Team and Mayor Brandon Scott’s Business, Workforce, and Neighborhood Development Transition Committee. Through these roles, she has shaped policies that promote innovation, equity, and sustainable growth across Maryland. Most recently, she was asked to lead the Events Committee for the Preakness 150 Festival, orchestrating plans for the 150th run of Maryland’s iconic jewel in the Triple Crown series, highlighting her ability to deliver large-scale, impactful events.
Before her tenure at DPOB, Shelonda spent two decades as President and CEO of greiBO, a full-service marketing and entertainment agency recognized as one of the Top 100 Minority Business Enterprises in the region. Her clients included renowned organizations such as State Farm, Under Armour, Smithsonian, and Coca-Cola.
Shelonda has received over 85 awards and honors throughout her career, reflecting her commitment to leadership and service. Recent accolades include the Whitney M. Young Award from the Urban League and Boy Scouts of America, induction into the Daily Record’s Circle of Excellence, the Met Gala Community Impact Award, and the Mentor Maryland/DC Excellence in Mentoring Award. She serves on several boards, including the Morgan State University Board of Regents, the National Women’s Business Council, and the International Downtown Association.
