(CALLAWAY, MD – February 16, 2025) — Some men inherit titles. Others build legacies. Bishop Dr. Frank A. Clinton has done both — through disciplined service, financial stewardship, and an unwavering commitment to empowering small businesses and families across Southern Maryland.
Born in 1954 in Saint Inigoes, Maryland, to the late Leroy Charles Clinton and Helen Saunders Clinton, Dr. Clinton’s life has been rooted in service from the very beginning.
Service to Country, Mastery of Systems
A Vietnam Era United States Army Veteran, Dr. Clinton carried the discipline of military service into a distinguished 26½-year career with the Department of the Navy in the acquisition field. His roles — Financial Management Specialist, Accounts Payable and Receivable Manager, Tax Auditor, Accounting Technician, and Voucher Examiner — required precision, compliance, and financial accountability at the highest levels.
He earned Defense Acquisition Certification in Business, specializing in Cost Estimating and Financial Management, and directly supported small business government contractors through procurement oversight, invoice certification, and payment processes. Few understand the mechanics of federal contracting from the inside as thoroughly as Dr. Clinton — and that knowledge has become a powerful tool for community empowerment.
Protecting and Strengthening Small Business
After retiring from federal service, Dr. Clinton transitioned seamlessly into private-sector consulting and financial services, focusing on helping small businesses grow responsibly and protect their workforce. He specializes in employee benefits strategies that allow businesses to offer voluntary benefits without increasing employer overhead — strengthening companies from the inside out.

Even in his seventies, Dr. Clinton continues expanding his expertise — demonstrating that leadership means evolving with the times.
Scholar, Veteran, Community Leader
Dr. Clinton holds an Associate of Arts in Business Administration, a Bachelor of Business Administration in Project Management, a Master of Business Administration in Operations Management, and a Doctor of Theology. He also earned a dfree Academy Certificate of Achievement as a Lead Facilitator, equipping families with financial freedom principles.
His civic leadership includes service within The American Legion as Chaplain, Finance Officer, Post Commander, and Tri-County Commander of Southern Maryland. He is a certified chaplain and founding member of the St. Mary’s County Chaplain Program at MedStar St. Mary’s Hospital in Leonardtown.
A Bishop Called to Build
In ministry, Bishop Clinton has served as lay speaker, finance chairman, deacon, licensed minister, pastor, and bishop. Since 2007, he has pastored Christ “Together as One” Christian Church and Ministries Center in Callaway, Maryland. On March 3, 2012, he was consecrated bishop in the Diocese of Polycarp and Master’s Circle Christian Fellowship.
He also serves as President of the K.I.N.G. (Knowledge, Inspiration & Nurture Through God) Movement DC Chapter, mentoring men across the DMV region in faith, leadership, and accountability.
Family and Foundation
Bishop Dr. Clinton is joyfully married to Peggy Joy Clinton. Together, their blended family includes four children — Frank Jr., Darrell, Danielle, and LuShauna — and five grandchildren: Emmanuel, William Jr., Angelica, Lynnovia, and Shuan.
