Who is Andre?

Andre S. Bonaparte is the president of Frontline Management Services, LLC., a public safety company founded in 2015. Frontline provides clean and safe services and manages public safety programs and initiatives to help make urban communities cleaner, safer, and more desirable places to live, work, or visit.

Bonaparte is a 22-year veteran of the Baltimore Police Department. He served in various roles during his tenure, including Deputy Commissioner of Operations, when he was summoned to return to the agency in 2018.  After his initial retirement from the police department in 2008, Bonaparte was hired by East Baltimore Development, Inc., (EBDI) as the Sr. Director of Public Safety for Eager Park, an 88-acre development project anchored by the historic Johns Hopkins Hospital and Johns Hopkins University School of Medicine. Bonaparte, upon his hiring, authored and implemented a comprehensive cleanliness and safety plan for the area based on the following key components of community policing:

· Create a culture of safety
· Create a defensible physical environment – a clean environment offers the
reflection of a safe environment.
· Involve the people that live and work in the community
· Provide workforce training, volunteer, and career opportunities for residents.

His involvement in the Eager Park project spanned all stages of development—from planning to construction to phased openings—and led to the founding of Frontline Management Services in 2015. Today, Frontline is the exclusive provider of clean and safe services for Eager Park and other Baltimore communities.

In 2024, Frontline Management Services was selected as the lead public safety grantee for the West North Avenue Development Association (WNADA). It is responsible for providing clean and green services and coordinating efforts to develop a safety plan and violence intervention services for the West Baltimore community.
